Judy Adler, Director of Water Resources at the Georgia Environmental Finance Authority (GEFA), will give the opening keynote on the morning of Tuesday, Aug. 6 at the 2024 Water Finance Conference.
The 2024 Water Finance Conference is being held in Buford, Georgia, Aug. 6-7, at The Water Tower Global Innovation Hub. Registration is open and the early bird discount ends July 19.
GEFA’s Water Resources Division supports the development of water, wastewater and solid waste infrastructure projects in the state. In addition to other Georgia water programs, the GEFA administers the Drinking Water and Clean Water State Revolving Fund that provides federal assistance to public water and wastewater systems for capital improvement projects across the state of Georgia.
Adler will speak to conference attendees about the GEFA’s work, SRF distribution and water infrastructure funding challenges and opportunities in Georgia.

Adler recently joined the Georgia Environmental Finance Authority as Director of Water Resources where she leads over $300 million/year of water infrastructure investments with a focus on disadvantaged communities.
Prior to joining GEFA, Adler served as vice president, head of global sustainability for Gap Inc., a global company including the Athleta, Banana Republic, Gap, and Old Navy brands. She also served as president of the Gap Foundation. Adler directed corporate strategy and operations for environmental sustainability and social impact with a focus on water stewardship, clean energy and climate solutions, women’s empowerment, enabling opportunity, responsible sourcing, corporate giving, environmental policy and ESG reporting.
Adler previously served as a president and senior program officer at Turner Foundation Inc., a program manager and senior engineer at the Georgia Department of Natural Resources in the Pollution Prevention Assistance Division, and a project manager and engineer at Metcalf and Eddy (now AECOM).
Adler earned her bachelor’s degree in civil and environmental engineering from Vanderbilt University and a master’s degree in environmental engineering from the University of North Carolina. She also has earned her professional engineering license, certified energy manager, and LEED Green Associate certifications.
