THE COMPLAINT SAYS THAT NOEL STILL HAS CONTROL OF TWO CREDIT CARDS AND HAS DIRECTED THE CREDIT CARD COMPANIES TO TAKE ALL PAYMENTS OWED ON THOSE CARDS FROM NEW CHAPEL’S BANK ACCOUNT. NOEL, ALONG WITH HIS WIFE AND DAUGHTER, ARE ACCUSED OF USING THE DEPARTMENT’S CREDIT CARDS TO MAKE PERSONA
